The strategy for industrial development and cooperation has always been an additional element of the armament and material policy defined by the Defence Ministry.

To guarantee the highest degree of national supply in advanced systems to the Armed Forces, this armament and material policy has continually promoted the strengthening of the Defence industrial network and the adoption and development of technologies by using as a catalyst investments in materials needed for Army modernization.

Industrial cooperation generates productive activity in companies and a flow of technology transfer, complementing the R&D effort and improving the capabilities of Spanish industry, helping it become competitive in foreign markets in different ways, such as manufacturing, providing international certification to Spanish industries in overseas markets, and in the assimilation of modern management systems.

Through agreements, selling companies undertake to generate Spanish exports bound for their countries or other nations, to make significant transfers of technology and training, or to supply Spain with goods and/or additional services; these services are normally linked to the systems that have been bought.
