The appeal of the event lies in the fact that these instruments are an integral part of project management, a key element in the decision-making process.

Julio Moreno Crespo, Head of Isdefe’s Processes and Methodologies Programme Office, took part in the round table on "Software tools, parametric modelling and current simulation for Defence risk control programmes", which was moderated by Navy Captain Gabriel Brana, from the Navy Logistical Support Office’s F-110 frigate programme.

In his speech, Moreno stressed the importance of risk management to the success of the programmes, and he discussed the current regulatory framework and SEDEF Instruction 72/2012, which regulates the process of procuring armaments and equipment, the management of its programmes and the significant effort to implement this instruction into the field of risk management, referring to the improvements needed to achieve full implementation throughout the risk management cycle.

He also noted that every institution about to embark on complex, years-long projects, will face the challenge of a major investment in staff, equipment and facilities, training, supplies and financial expenses. This thus requires the use of tools for managing all types of risks.

While it is true that a contract is a great tool for conveying mitigative or contingency measures, the challenge is to introduce probabilistic methods and to integrate budgets, schedules and mitigative actions.

As part of the conference programme, a case study on the application of these tools in the British Ministry of Defence was presented. The event, held on March 17, took place at the CESEDEN facilities and featured the participation of many experts and specialists from companies and institutions.
